American voters have no meaningful impact on the political process. They vote politicians into office whose allegiance is to the financial benefactors who funded their campaigns. “Voters hardly count,” writes Ferguson. “Unless they become substantial investors. When the ranks of significant investors are limited to relatively small numbers of elite actors commanding disproportionate shares of politically mobilized resources, mass voting loses most of its significance for controlling public policy. Elections become contests between several oligarchical parties . . . advantages large investors enjoy when they act politically.”
